Stand is the correct play.

Both you and the dealer have a strong probability of busting. That's why it's a good idea to stand and let the dealer take the risk.

He'll bust 42% of the time. In 58% of the hands he'll make seventeen through twenty-one. That's not ideal, but there's not a better choice because thirteen is one of the worst blackjack hands.

Your probability of hitting and improving to seventeen through twenty-one is a meager 38%, and you might pull a two or three to make the situation worse. The smart play here is to hang back and give the dealer every possibility to lose. This is another example of how basic strategy increases you chance for a win even when the odds are squarely against you.
