Stand is the correct play.
This is similar to hand #6 because both you and the dealer have a strong probability of busting.
Unfortunately, the numbers are even worse than before. The dealer will bust 37% of the time. Your chance of doubling and busting is 54%. Once again, it's best to let the dealer take the risk.
Surrender in this situation is not correct because there is still a reasonable chance that the dealer will bust. You'll lose less money in the long run by standing. Fifteen and sixteen are the worst blackjack hands, and they're unavoidable. Playing them correctly is an important part of profitable blackjack. Remember, an overall net win depends on winning the most AND losing the least.
