Surrender is the correct strategy in this situation. It costs you half a bet, but you will usually lose twice as much playing out the hand and twice that again by doubling..

Your probability of hitting and busting is 62%. That's about how often the dealer will be sitting on a pat hand or blackjack.

If the casino DOES NOT allow surrender then hitting is the best strategy. You'll improve the hand 38% of the time, and that's considerably higher than the 21% probability the dealer will bust. Sixteen is simply a horrible hand. Basic strategy can't win you money in the long run when this card combination is dealt, but it can certainly save you a few dollars. Surrender if you can.
