The correct play is to hit.
The dealer will either bust or have a seventeen 63% of the time. Your chance of getting a ten or ace on the first card is 38%. But your chance of pulling a four through eight and making a stiff hand is also 38%.
Splitting or doubling are not profitable in this situation. There are too many ways for this hand to go wrong. You should simply hit and hope for the best.
If you hit and make a ten through sixteen then you should hit again until you reach seventeen or above (or you bust). Eight is a mediocre starting hand. It will win more than it loses against a seven, but this is not the sort of hand that deserves an extra investment.
